Alternative Living Program

 The Alternative Living Program (AL) is OCA's flagship program, a holistic, peer-led mentoring and system navigation initiative for young adults ages 18-25 navigating life after foster care or juvenile justice in Puerto Rico.  

Who It's For

The Alternative Living Program serves young adults ages 18-25 who have experience in Puerto Rico's foster care and/or juvenile justice system. OCA begins building relationships with youth before they turn 18 to prepare them for the program and ensure continuity of support at the critical moment of transition. Participants past age 25 can access some program services until age 26. Youth may have any level of prior system involvement OCA meets each person where they are.

Our Goal

We can't CONTROL life outcomes, but we can INFLUENCE. We are here to share tools, strategies and support system-involved youth in their healing and development journeys.

All activities and services are co-created and/or approved by the youth we serve.

Evidence Base

The Alternative Living Program is informed by nationally recognized evidence-based models including Unconditional Care, Better Futures, and LifeSet, combined with OCA's team's own lived experience in Puerto Rico's foster care system. This grounding in both research and first-hand knowledge is what makes OCA's approach effective where other programs have fallen short. 

Peer-led mentoring for foster youth ages 18-25 in Puerto Rico.

  • Intensive one-on-one mentoring and personalized navigation support
  • Housing navigation and placement support
  • Employment support and career guidance
  • Education guidance and post-secondary navigation
  • Relationship-building and daily self-sufficiency skills
  • Cash assistance and stipends directly to participants
  • Wellness and community activities supporting mental health and social connection
  • Access to OCA's co-working space in Mayaguez
  • Professional network of mentors, entrepreneurs, and community leaders
  • Self-management and communication skills development
  • 24/7 emergency support and crisis advocacy
  • Court visit accompaniment (OCA mentors supported youth in 6 court visits in 2025)

Impact

  •  250+ youth impacted cumulatively
  • 23 intensive mentorship pairings 
  • 14 youth secured stable employment
  • 14 youth received housing navigation support 
  • Approximately $20,000 in federal benefits accessed
  • $6,088 in stipends and direct supports distributed to participants (2025)
  • Approximately 80% of participants remain employed after 12 months
